Who's best for America?

Cass mentions that the NCR "Round up tribals and domesticate them", and if you persuade the Great Khans to break there alliance with Caesar's Legion, and allow an NCR Victory, the NCR forcibly takes over Red Rock Canyon, and moves the Khans on to a reservation.
Sounds like what the US did during the 19th century. Might lead to some kind of NCR-Tribal war that would negatively affect the country.

Senator Morals(Ironic Name) actively hires Mercenaries to piss off Mutants in order to justify him using military force against them, because there are many anti-mutant movements in the NCR and he wants there vote.

While the NCR has no active anti-mutant policies, if you can gain votes by intentionally provoking mutants and then killing them, there is something intrinsically flawed with your system.

An intrinsic flaw of democracy is that, well, people can be idiots. You see it all the time. Politicians being swept into power by appealing to the lowest common denominator, or to powerful lobbies. That doesn't mean things would be any better off with an autocratic government

I'm not arguing that things would be better off with an autocratic government, I'm arguing that in the Fallout universe, the US shouldn't be united. Out of all the current nations we've seen(Midwestern BOS, NCR, Legion, ect.), NCR is by far the best, but they are still very much flawed. My arguement is that instead of the US being united under NCR rule, it instead is divided up in to several nations, each of which meets the needs of its people.

Why exactly?
Anyway its likely soon the NCR will stop with the imperialism once the Mojave is annexed and the Legion has been destroyed, and work to improve infrastructure and do science.

Blow everything up again! The supporters of wiping the slate clean forget how that was already done. You're literally just repeating the events of the past, expecting things to change just because you do it again.
 
Different states never end up well together. They will fight each other for whatever reason. It's Human.
In real life all our continents are divided into nations, we're not doing too bad for ourselves. Sure we've had a whole bunch of wars but we've still made a lot of progress, I don't see why post-war America would be any different.

I think it'd take a lot of time to get to any kind of real unity. It wasn't that long ago that Europe was at constant war with itself in the real world. But I think if say NCR grew a bit more and entered a coalition with some smaller states they could, in time, become something much greater and united.

I'd tend to agree with you there. Centralisation is good for some things, bad for others. Especially in the Fallout universe, a massive centralised state spanning the entire US isn't going to be able to meet the needs of its citizens properly. Given the choice between warring city states with some degree of internal stability and the amount of bloodshed required for a Pax Romana, I'd go with warring city states every time. I'd perhaps think differently if the Legion was a bit more like the Roman Republic, with some degree of democracy, and a tradition of awarding levels of citizenship for loyalty.

I haven't played Tactics or BoS, are the Midwestern Brotherhood actually interested in running a nation state?

To be fair, the Midwestern Brotherhood of Steel offers freedom on top of Order/Prosperity/Safety. Throughout the game, the Midwestern towns are shown as having a fair amount of autonomy, they just simply give resources/troops to the BOS in return for protection. I'd say they therefore meet all the criteria there.

their freedom is comparable to a neo-feudalism lord owning their subject land and right of technology uses.

wether or not they are agressive at absorbing neighbour neutral power like NCR is remain to be seen.

Nah, we replaced outright war with economic and political forms of warfare.
