Creation Kit and Bethesda.net mods are out

Ahem, we're kind of getting offtopic...

So.

Mods!

We know that we can earn mods through magazine perks and that they can be stored in the Perk window in the pipboy (not talking about the main perk selection screen) but how would one go about adding new perks to actual main screen? I mean, can that even be done without messing with the already existing perks?
 
I guess the lube comment was too far... Also I don't know... My PC can barely handle my grandpas balls much less fallout 4 so... I played it on console... But anyway MODS! Are they the future for consoles? Tonight at 10:00.

The Perk Poster is hardcoded, you can only add more perks by giving them to the player like with the magazines, no new perks to pick when levelling up.

EDIT: I forgot to say that we can add more perks or "levels" to the existing trees, but not make new trees.
 
So will the mods finally fix it or is the game too much of a rushed rabbit turd? Time will tell.

Maybe changing the character system is a hopeless cause, but that can't be known without trying first. I was thinking that maybe an imitation of the functionality of the skills system can be implemented using the ability to give players perks, such as through magazines, coupled with a menu that displays perks and respective counters that all range from 15 to 100 ranks. Upon leveling up, by clicking the down or up arrow for a counter, the corresponding perk increases or decreases by 1 rank, respectively.

But this depends on whether creating a menu and having it reference perks (probably by script extender) is possible.
 
Of course everything is possible. But you have to ask your self, is it feasible? Modders are not wizards after all. And if something is to much of a hasle or requires to much work, people might not get invested in it, and the most you will see are texture mods who are fast to create - relatively speaking. Making gameplay changes does take already a lot of time, see Skyrim, F3 and New Vegas. But if you make it even more difficult, people might not even try it, because they know, at the point where they release their content most of the players have eventually already moved on to the next game.

I agree with this. As someone who has modded from Morrowind to Skyrim and to be presented with the hot mess of Fallout 4, the best way for me to express modding it, it is overwhelming.
Every title had a loads of issues, but I could overlook a lot of them and still mod. Fallout 4 fundamentally is built on a vapid foundation and hard-coded with garbage. There is just too many "big things" that need fixing. Any small mod idea is overshadowed with the bigger issues, issues that should not be present. And I think my hacking days are over unfortunately, for all their games. I like modding(hacking), but I don't want to be a gear in the machine that makes their games playable.
I guess you could say I don't give a F4CK
 
So, is it possible to have a Creation Kit without mandatory installer software?
