We have had a lot of time. And obviously we wouldn't have been ready to show the game unless we were confident about it.
We started right after Fallout 3

I have been saying it for a while, this is another of Howard's self agrandizing lies. In the E3 interviews other members of the Fo4 team have said things that conflict with the "Started right after 3" statement, even Howard himself, but they all realized and have very obviously backpedalled to change their statements to "Oh no yeah, we totally have been at it for 7 years).
Mr.obvious: Or they just had really long pre-production phase.. consider improvements to the Creation engines to be relevant etc. Obviously production in earnest could only start once the studio finished with their previous project.

If it helps you can think back to FO1, which was developed for three years by a full team, however, Tim Cain has been on that project long before that...

Well, the war actually gets started in 2066, when China invades Alaska doesn't it? It's just that "playing that stuff" would be close to the least interesting thing you could possibly do in a Fallout game (since, I mean, we know how it ends.) The interesting bits about the Fallout setting are "how the world evolves after the Nuclear Apocalypse" not how it got there.

I was under the impression that the actual exchange itself was known as the Greeat War.

Todd Howard has already changed the number of recorded lines for the protagonist, has even flubbed on the timeline of the production of the game and other staff memebers have also said things that directly contradict his statement (one even said that he came out of the production of Skyrim to star Falout 4. This combined with his past of just blatantly lying in interviews makes it obvious that this supposed development time for FO4 is just another one of his lies.

Not much of an idea how game and engine development works as it seems. Bethesda (the evil empire) uses their own engine which is constantly in development and changed. Contrary to a opinion that is often stated that Bethesda uses the same engine since Morrowind (the gamebryo myth) and Bethesdas Fallout is only a Oblivion with guns are both of this statements complete nonsense looking at the actual engines.

Yeah preproduction has pretty sure started as soon as FO3 was finished. Artists and game designers won't sit around and wait until another game is finished where there work is already done. The engine that a Fallout game needs is different (don't remember seeing special in Morrowind but some myths aren't simply not to kill with logic) so yes there are branches needed to keep the coders busy and it makes sense to start here early on if a new big update is used (base that came from creation).
3D Artists can start as soon as the concept work is finished.... But why I even try to explain this all? As evil NMA hating Bethesda Fanboy.
 


It seems it is as we thought. You get the Power Armor fairly early into the game. Also check out the slowest depleting HP bar in history.

We only knew the Power Armor was different this time around, but now we have footage of the early quest where you get it along with the Vertibird it seems. Also it looks like this Preston guy is a BOS member that offers you asistance, so hurray, more forced BOS!

Yeah, it looks like PA is going to be treated as a sort of upgradeable vehicle.
Which I certainly don't mind. Having your own, custom power armor that you have to keep maintained for special occasions is certainly better than it being marginally better than combat armor as it was in Fallout 3 and, to some extend, New Vegas.
I guess people will complain about the jetpacks, but honestly, jetpacks are definitely something I would expect in Fallout, and the only reason they didn't appear earlier is because of engine limitations.

We saw literally the exact same footage, just with Todd Howard's voice over it on the second day of E3.

Adh there is no evidence that he's part of the BoS. He's part of some other group called the "Commonwealth Minutemen"
 
We didn't see the quest nor the "get the power armor" objective. Back then it was just disjointed gameplay footage.

Also of note is how little damage the PC gets even tho they are wearing the basic Vault Suit.

Also note how that wooden gun looks very much like the E11 blaster rifle of the imperial Storm Troopers.
I know what I'll be using for basically all of the game.
 
Well, at least we can be glad that not to much has changed from Fallout 3 to Fallout 4.

- Like still shitty shooting mechanics.

- Shitty retarted animations.

- A world that looks like it was bombed yesterday.

- Stupid Dialogues/Writing that makes me cringe.

I would not be surprised if they will simply gift the power armor to you. I mean hey! Why would the BoS not trust you right away? Right! You're the hero after all.

I really liked the Rosham ... I mean the Deathclaw though.

Gunplay looks waaay better- at least as good as New Vegas, quite a bit better.

Of course it is just my opinion. And Maybe I should wait till we can really see more from the game. But what I have seen so far doesn't give me much hope, it looks to be mediocre at best, like in New Vegas thx god there have been at least mods to fix some of it. The weapons don't seem to have any weight to them - just like in the previous games New Vegas included. And it seems to be - just a guess though - that accuracy and damage will be tied to your skills, at least similar to F3. I can't say anything about the third person perspective, but ... it was at least shit in F3 and Vegas. When ever the enemy got close to you had literaly zero chance to aim correctly. Your character would always shoot in a completely different direction, if you aimed with the crosshair at the head it would shoot over it because the crosshair was made strictly for first person use. But like I said there is no way to tell how it will be in F4.

If I would play the game I guess the first thing I would do would be to look for a mod that removes the skills from the game making it a full FPS game. I hope that they at least removed this range restrictions where shots simply dissapear after a certain distance - it was also in skyrim making the bow combat more in to shit combat. Sniping was an absolute horror in both F3 and Vegas even with 100% in small guns you would never hit if the target was to far away, which was really not much.

But I really have to give them that, the way how the power armor looks and behaves really feels like how the Power Armor should be. But I am curious what they really want to do with it. If it will be more like a vehicle/F2 Highwayman where it requires to be refuiled (how do you refuil the Power armor?), or if you can use it when ever you want like in F3/Vegas, in other words anothe combat armor. It would give it at least in the start of the game some balance if you had to find energy cells and all that.

Don't forget how awesome the combat AI is! A guy in PA with a minigun starts shooting at everybody, yet no one even tries to take cover. And this stupidity is made even more glaring by the fact that there are sandbag fortifications right next to them! I have to say, releasing an FPS in 2015 where the enemy still has the AI of Doom is quite an achievement.

It actually looks way better than in F3. Not as good as it should have, but still. And enemies don't absorp bullets like sponges. The player does, but hey, they're halfway there.
By the way, notice how the player still gets XP after this cowboy guy killed the raider with laser rifle. Oh, and the lovely XP ching-ching sound after every kill. I love it.
