If I had to guess I'd say that's the Gauss Rifle.
I can say without a doubt that it is the Gauss Rifle, but I don't think it really matters what gun it is, the bug can probably happen with any gun.

There's Al Chestbreach, I guess, but he's mostly just there to putz around, and with own naive sense of 'this is a good game', shows how shitty the entire game is, which is funny in of itself.

Yeah I think Al and most of his fans realize that this is basically Skyrim with guns but most people usually watch Al vids for the mods and Al usually plays these games just for mods as well. Only time will tell if the mods for Fallout 4 will be any good although I am not getting my hopes up nor do I have high exceptions.

I'm thinking one of the DLC's will be underwater. Harpoon gun and underwater ruins lead me to believe this.
Possible, but then they would have to either retcon the water to be not so radioactive or force you to take a perk. Or come up with some silly phlebotinum McGuffin to allow you to dive underwater without penalties. Because there's no way Bethesda would let anything inconvenience you while you explore underwater.

Teleport thingies? Underwater Power Armor?
Power armour already lets you breathe underwater for a bit longer, maybe they'll add a mod like an underwater jetpack...
Speaking of Power Armor under water. I couldn't help myself but actually check what happens when you try to swim in it. Unsurprisingly, you start slowly walking down the riverbed. Kinda cool, but you have a limited supply of air which isn't indicated anywhere. Almost drowned this way.
