Oh yes, they would without a doubt intervene. Firstly they have a large economic investment in Morrowind and they cannot risk Morrowind breaking apart from the Empire, which would risk destroying their pride and national image.Would the Empire intervene in the civil war? If so I think House Hlaau would win.
