As for the ghouls. I think if it was from http://fallout.wikia.com/wiki/Forced_Evolutionary_Virus Marsoplia strain it wouldn't have been too far fetch as if one of the prisoners actually became as ghoul but was imprisoned for further research etc, Mainly because Harold became a ghoul due to his expedition with Richard Grey Years later. But it wouldn't be like the other ghouls mainly because i believe the vault that leaked radioactive material into the vault didn't leave odd details such as the tree that was growing from harolds head. Which might imply the difference inbetween between Harold and the other ghouls. Again, This would only apply to a small minority of course and FEV/PvP whatever effected the expeditionary group might have been unique on the indivuals own genetic code. Richard Grey became the master or a pyskic, Harold a Ghoul.

Whether or not Harold was a ghoul has been an ongoing debate for as long as I can remember. Whatever Harold is, ghoul or not, he is a special case and not the norm. As such, Harold should never be used as the model for ghoulism.
 
I've always leaned toward Harold being a mutant, who was closer to untainted human stock than most of the SMs which were made much later.

Which explains his intelligence is still intact, though I wonder..what the fuck is with the Tree? Or the melted face? Maybe a nearby sapling or seed of a tree was near the incident or so? Though I can see the greenish/brown hue he has for his flesh as a way to show it's bark skin slowly hardening and growing.

No rewards, no quests just time waster

I would have just made a very detailed settlement builder in one fixed location. Not 12 or whatver shallow ones across the map which dont do anything.

Have the other places be actual dev settlements with interesting characters and quests.

I was thinking like assassins creed 2 where you see things improve the more you upgrade it.

I agree. It needed to be more concentrated and have actual content. Maybe 2-3 unique spots with their own culture that could develop and advantages/disadvantages that could come with the terrain and local resources that give each settlement their own economic base, etc.

Like Hearthfire. Large spots that you gradually build up. Instead of shit like "coastal cottage" which is about 50 square meters, most of it rubble that you can't destroy without mods. Or Tenpines Bluff, which is so small you just can't do anything with it.

Pete Hines is quite a bit higher than Todd on the corporate ladder, far from working for him. It's easy to make fun of his goofy defenses of F4 on Twitter, but ultimately, he's not really responsible for the game's content.

But even just talking about Todd, he was in charge of TES games like Morrowind, Oblivion, and Skyrim, all of which showed much more care and attention to detail in their worldbuilding than Bethesda's Fallout titles. It's possible that Todd has just become more cynical and more of a sellout as the years have gone by, but I think it's more that he - and Bethesda, by extension - simply don't respect the Fallout universe. They don't care about the world that Interplay/Black Isle created, they don't care about the series' legacy of strong writing and insightful social commentary, and they don't care about honoring what came before them and doing right by the fans. They just want to design a crazy sandbox where you can blow shit up and there are no consequences for anything ever. What was the point of even buying the IP in the first place if they were so disinterested in it? Why not just come up with their own new franchise? They certainly didn't need the Fallout name to help it sell, given the strength of the Bethesda brand (I felt sick typing that). It's all so strange.

Yeah he's above Todd, mistake on my part. But whilst his "goofy defenses" didn't make Fallout 4 a terrible RPG, they do prove that he doesn't understand Fallout, and given how he is in marketing for Fallout, I feel this speaks volumes. You have someone who's obviously not passionate about the Fallout universe representing (or misrepresenting) it. "There's no dates given on the terminal" (or something along those lines) was his first poor attempt at a justification for pre-war jet. What a genius, Vault-Tec ordered drugs for their vault after the war. Petey you're a fucking genius, please have my babies.

So instead of Vault-Tec supplying Jet before the bombs fell, we've got Vault-Tec waiting until after the bombs fell to supply their drug addict experiment Vault by buying from...ghoul drug dealers?
 
Ive siad this before so forgive me but if they reskinned Jet with a blue inhaler instead and called it "Zippy" with a pre war tie on to the mini car of the same name found throughout the commonwealth it would have worked for me. Maybe you read a terminal entry at a car dealership about how the minicar was a lemon and they had to have a tie in with the Zippy people to get the cars off the lot and then the bombs fell etc.

Diamond City guards, guarding the largest city in the Commonwealth, are equipped with baseball bats and pipe rifles, some of the worst weapons. They aren't even modified. I could almost see this map working (for the larger settlements like DC and Goodneighbor) if their guards were well armed.

I think Diamond City would have worked better if there were non-hostile scavver families out and around the entrance instead of Super Mutants/Mongrel Houds. It would have added to the tone they were trying to achieve. Tough life on the outside, natural dangers, lack of sustenance and Diamond City being the place they want to be. I guess Super Mutants made more sense to them.

Could have easily had the Gunners play the role of Diamond City security, but I guess Beth really wanted to get the baseball theme going.
