No, actually it isn't. At the bottom Fallout is pretty simple really, when it comes to RPGs. Fallout wasn't the first cRPG that emulated PnP mechanics - sort of. And it wasn't the first game that had some silly easer eggs here and there and it was not the first game with a lot of choices and consequences or with turn based combat. Fallout, was always the sum of it's part. But at the end of the day, it wasn't really something that was extremly complex or intriguing to say it that way. And you mentioned Fallout 2, which was kinda over the top with a lot of things, still a good RPG, but it already started to dilute what Fallout was meant to be, particularly with New Reno and the many silly easter eggs of which even the developers agreed that it was to much.
