Let's hope so. Time travel ... is narratively and story whise a really tough thing to master. Most movies, books and well games don't. It's simply a very silly concept and feels often enough like a sloppy cop out. Unless it is really writen well.

The directors of Rick and Morty said it very well, to the point they even make an episode about possibilities, which is just a fragment of issues in time travel, and overall, their message was: time traveling is a big fucking mess and no one should make a story about it.
Because even Ron Perlman doesn't want a part of this (ba dum tish). In all seriousness, Bethesda is probably trying to make their own artistic vision of Fallout with a voiced protagonist, and you can't have Ron Perlman narrate then unless he voices the protagonist.
