Agreed, I thought it was very lackluster and should have just been called shit we'll showcase at Quakecon and Dishonored 2.

I hate all the building in the game, but looking back it would have been the perfect way to implement slavery for an evil character to be a warlord with a huge amount of slave labor, and instead of happiness for a settlement it would be a fear meter that if it got too low would have them revolt.
